Unfortunately, when the milky discoloration appears on double-pane windows, it is usually between the panes. This is caused by a broken seal around the two pieces of glass which allows moisture and pollutants to get between the panes where it cannot be removed. It happens most often on older windows. If it happens on a newer window, check with the manufacturer or installer. It may be under warranty. Depending on the manufacturer, some of these windows are guaranteed for up to 10 years.
On rare occasions, the discoloration may be due to external factors and is on the outside of the window. Sometimes the deposits can be washed or scraped off. Sometimes they can be reduced. Usually, it cannot all be removed.
